Which of the following most accurately describes the problem?

LONDONERS' share of road building funds is only a fifth of that for Scots and Welsh, the British Road Federation told Labour MPs last week.

Jeremy Hawksley, secretary of the BRF's Movement for London offshoot, said this meant that the cash available per head of population on London fell well below the national average, and said: "The result is obvious for all to see. London's roads are a shambles."

Mr Hawksley used the opportunity to call again for implementation of the Commons transport committee's recommendation last July that an action programme for roads be started.

The BRF also supports the committee's proposal for a Metropolitan Transportation Authority which would oversee a "balanced" transport policy for roads and public transport.
