Which of the following most accurately describes the problem?

to begin on January I this year, has been postponed for six months, but my British logbooks are running out fast. Should I reorder on the British version or consider that there will be no more deferments and order the EEC type books now?

A In our opinion you should order EEC-type logbooks now. Even if there was a remote possibility that a further deferment would be made from July 1, it would be prudent to begin to use the EEC-type hook as soon as possible. The DoE will want to make the logbook changeover as soon as possible and to re-order the British-type logbook could leave you with a useless collection of stationery after July 1.

On the other hand, use of manual records will undoubtedly continue till at least 1978 when the probability is that all vehicles will be fitted with tachographs. If your vehicles are already fitted with these instruments, however, new regulations are before Parliament to enable tacho discs to replace manual records.

QI hear quite a lot these days about the fixed penalty system of imposing fines, but I am not sure for what offences these can be imposed. Could you enlighten me?
