Which of the following most accurately describes the problem?

PAA SPECIAL bus lane, 200 yards long, which forms part of .a proposed oneway traffic scheme in Tottenham, North London, may now be extended to a length of half a mile. The Minister of Transport has asked Tottenham Borough Council for its views on this proposal.

Plans were announced last October for a one-way traffic scheme in the Tottenham High Road area, which included a segregated lane to allow buses to proceed southwards against the traffic stream between Chesnut Road and High Cross Row, and it is now proposed to extend this lane southwards to Broad Lane. The overall plan is for a clockwise one-way system in Tottenham High Road, Chesnut Road, The Hale and Broad Lane, with one-way working from west to east in High Cross Road.
