• A Wolverhampton tipper operator who said he was unable to tax his vehicles after running into financial difficulties has lost his licence at a Birmingham disciplinary inquiry Parghat Singh Gill, trading as Gills Transport, of Wolverhampton, who held a licence for four vehicles and two trailers, appeared before West Midland Deputy Traffic Commissioner Alan Cattell.

For Gill, Frank Randall said he owned three of the vehicles on the licence. The fourth vehicle had been owned and operated by another operator whose licence had been curtailed. That vehicle had been removed from the licence and the disc surrendered, said Randall.

He said a conviction for using an untaxed vehicle in August 1995 was the result of overlooking the fact that the tax had expired. A similar conviction in July 1996 arose after a vehicle which had been laid up for three months was stopped as it was being roadtested before being put back into service, Randall maintained, Turning to eight convictions for the use of untaxed vehicles in April, Randall said the three vehicles had not been taxed in the last four months of 1996 due to a lack of work. However, a check of Gill's tachograph records had shown that they had been used on eight occasions during that period. It was conceded that there had been a cashflow problem and that Gill had been unable to afford to tax the vehicles, said Randall.

Accepting that he had taken work when it was offered, Gill assured the Deputy Commissioner that he would not use untaxed vehicles again.

Revoking the licence. Cate11 found that Gill was no longer of good repute.
