Which of the following most accurately describes the problem?

A BY-ELECTION is apparently the best method of speeding up road works. The late Richard Crossman's diary revealed that he and Barbara Castle promised that the Humber Bridge would be built "10 years earlier than traffic requirements justify" as part of a ploy to win the Hull byelection in March, 1966.

Andrew Alexander, in his Parliamentary sketch in the Daily Mail, commented; "Clearly the best service an MP can do for his constituents in a marginal seat is to vacate his place and cause a by-election. If this is done often enough the area will soon be festooned with bridges and bypasses ..."

The outcome of by-elections on the route of M25 is an interesting speculation.
