Which of the following most accurately describes the problem?

• Mr Leslie Huckfield, Labour MP for Nuneaton, has accused the Midland Red Bus Co's management of trying to force the hand of the Government with its recent proposals for a further increase in fares.

Last December. urban fares were increased by up to 5d and rural bus fares by up to Is 3d. The company is now applying for increases ranging from Id on a 4d fare to 1 Id on a 3s 1 Id journey.

Mr Huckfield said that by putting in another application for such "an extravagantly large" increase so soon after the last one had been granted, the management was "trying to force the hand of the Government".

He went on: -Are they trying to make out a case to get a subsidy or for some change in their financial obligations? Surely much of the blame should be laid at the management's own door for failing completely to anticipate recent changes in legislation and for bad planning."
