Which of the following most accurately describes the problem?

A N official objection to proposals for

peak-hour bans on goods vehicles in streets around the centre of Reading has been lodged by the Traders Road Transport Association. The T.R.T.A. had offered several suggestions on aspects of the scheme but when these were rejected by Reading Council the Association's traffic committee decided that an objection should be lodged which might call for a public inquiry.

Meanwhile the T.R.T.A. is to be represented as an objector at a public inquiry on June 24, this time at Lancaster, where the City Council proposes to create a pedestrian precinct in Penny Street, which is a service road for many of the city's shops. The Association considers that this would seriously hamper deliveries to premises whieh have no rear or alternative access.
