Which of the following most accurately describes the problem?

AT a well-attended meeting of car transporter operators in London on Monday. virtually unanimous approval was given to the proposal to set up a car transporter functional group within the Road Haulage Association. The recommendation that a functional group be formed will now go to the executive committee and to the national council for approval. No early decision can be expected. as although the executive committee meets on June 24, the national council is not due to meet again until September; but it is very unlikely that the operators' recommendation will be turned down. It is expected that about 50 car-carrying concerns would qualify for membership.

This latest move follows the setting up in January of last year of a car transporter steering committee with Mr. G. A. Coiling of Silcock and Coiling Ltd as chairman. One of the important practical results has been the drawing up of recommended conditions of carriage and these have now to be vetted by the R.H.A. rates committee and by the Longbridge Group of Delivery Agents

The Longbridge Group originally drafted the conditions and submitted them to the R.H.A. steering committee, which amended them and has had them legally .scrutinized. These recommended conditions, too, are likely to be approved in September. The car transporter operators are still hoping to achieve a standard agreement on wages in this field, while the steering committee is considering the special problems of trade plate operators who have no A licences and so are not eligible for membership of the functional group.
