Which of the following most accurately describes the problem?

QI have been at my L./operating centre for seven years. We have applied to renew the licence with no changes and the only difference now is that we operate (and have for the last three years) two artics instead of two 30tonne rigids.

We have received objections and representations from everybody — is society intent on ostracising HGVs, and can the LA refuse our licence?

AFirstly, yes — society will ostracise anything it does not understand, but even more so when it comes to HGVs.

This sort of problem is very frequent, but you have some solace that in Section 69B (5) of the 1968 Act (as amended), which states: "A Licensing Au thority may not refuse an application (which includes renewals) for an Operator's Licence under Subsection (4) of this section if the applicant satisfies the Authority that the grant of the application will not result in material change."

What he can do, of course, is impose conditions such as operating times. So I suggest you get a good advocate to help you present your case.
