Which of the following most accurately describes the problem?

• The Department of Transport has conceded another 3cm in width to operators of temperature controlled vehicles.

It had already intimated its willigness to increase the width of these vehicles from 2.5 to 2.55mm to accommodate standard pallets side by side and keep Britain in line with Europe.

Now, it has told the Road Haulage Association that it will opt for a 2.58m width limit, in return for insisting on side walls being at least 45mni thick.

Benelux countries have already gone for a 2.6m width limit and British authorities would have extreme difficulty in keeping them out of Britain had they tried.
