Which of the following most accurately describes the problem?

THE FIRST STAGE of a El 5m Garonor road/rail freight complex is being built on a 40-acre site on the M1 south of Leeds. But precise details of the project are still shrouded in secrecy, writes ALAN MILLAR.

When complete, the site will offer direct access to the rail network, and will incorporate a cafeteria, overnight hostel, fuel station with servicing and maintenance facilities, and freight forwarding offices.

Ultimately, it could generate around 1000 jobs, and promote more efficient use of vehicles by providing return load facilities.

But spokesmen for the company are unable to tell reporters of any specific. interest which has been expressed by road transport operators.

Leeds is Garonor's first British centre — modelled on its successful Aulnay-sous-Bois complex near Paris — and there are plans for "around six others,the next at Bristol.

Garonor says its studies bear out the Lorries and the Environment Committee's belief that such centres in Britain.

It is planning to build at least one 50-acre complex in Greater London, but won't say where
