Which of the following most accurately describes the problem?

THE HEALTH and Safety Commission has issued a revised consultative document on carrying dangerous goods by road.

It plans to introduce controls on these goods in three stages, rather than as one comprehensive exercise, as this will enable legislation on bulk transport of dangerous substances to be dealt with quickly.

The first stage will cover goods in road tankers with capacity of over 3cum, and will be followed by two stages dealing with packaging.

The document, Proposals for the Dangerous Substances (Conveyance by Road in Road Tankers and Tank Containers) Regulations 1980, is available from Her Majesty's Stationery Office for E3 net.
