Which of the following most accurately describes the problem?

VALE OF LLANGOLLEN Tours have been granted permission to convert three school contract services into stage carriage services, despite objections by another operator.

The North Western Traffic Commissioners heard that the company wanted to gain fuel rebate and bus grant, and that it did not want to have to tender for the contracts every three years.

Clwyd County Council supported the application, but Bryn Melyn Motor Services Ltd, which fears that its Glyncerriog to Llangollen service will lose traffic, objected.

Clwyd said that apart from reducing the administrative costs of tendering, there would be the benefit that other passengers could be carried in a rural area.

They would also enable the County transfer the cost from the education to the transport budget with the possibility of obtaining a grant from the Welsh Office.

A similar exercise with schools services operated by Crosville Motor Services Ltd had proved beneficial.
