Which of the following most accurately describes the problem?

NATIONAL EXPRESS has introduced an airline style "walkon, walk-off" stand-by ticket arrangement to help fill empty seats on its London and North-west and Birmingham coach services.

The stand-by arrangements will enable passengers without reservations to catch coaches and pay a fare reduced by up to 25 per cent.

The new stand-by fare for a single from London to Liverpool or Manchester is £4.50. The normal return fare is between £13.20 and £18.50 depending on the day of travel.

Stand-by tickets, which have been on sale since July 16 will go on sale 30 minutes before the coach departs. Initially they will only be available on Midlands and North-western routes, but it could be extended to cover more of the National network.

National Express has also introduced cheap economy period returns to half-fill its coaches, and this will enable passengers on all routes who travel on Tuesdays, Wednesdays and Thursdays to obtain a discount of up to 25 per cent.

National coach fares have been raised 10 per cent but the two bargain fare schemes on some routes make available a fare lower than at any time since 1974.
