Which of the following most accurately describes the problem?

KNOWLE'S Transport Ltd this week successfully appealed a conviction by magistrates at North Witchford last November of permitting a driver to exceed his legal hours. The company had been fined £75 on two offences and ordered to pay E25 costs, but the Queen's Bench decision to set aside the convictions remitted the fines and costs, and ordered the company's costs incurred in bringing the appeal to be paid out of public funds.

The appeal court agreed that the appeal should be allowed. Said Lord Widgery: "Now the company's unblemished record is restored."
