Which of the following most accurately describes the problem?

FROM OUR POLITICAL CORRESPONDENT 'THE Minister of Transport will make a statement within the next three weeks giving the name of the chairman and terms of reference of the special inquiry he is setting up into the road haulage licensing system.

The committee which will conduct the inquiry will be completely independent and will take extensive evidence from all the main organizations concerned, and from traders, traffic experts and other specialists.

The terms of reference are expected to he fairly wide, as the whole of the present system's fundamental basis and detailed working is due for a shake up.

The Minister will want the committee's recommendations as quickly as possible, because the Conservative Party will need its answer to Labour's "integration" plans— which Mr. Wilson has said must include big licensing changes—in time for the election campaign, This is the first time that road haulage has faced such a detailed inquiry since 1932.
