Which of the following most accurately describes the problem?

THE out-of-service licence granted to Manchester Corporation must not in future be regarded as appropriate for authorizing, regular special football services. This ruling is given by the North Western Traffic Commissioners in a reserved decision on the applications by seven bus companies for additional facilities to serve the Langley Estate, Middleton (The Commercial Motor, May 3 and June 7).

Referring to the application by Johnston Bros. (Middleton), Ltd., for football excursions to Manchester without restriction, the Commissioners state that although Manchester Corporation havp long-standing claims. to convey passengers between Middleton and Manchester. ihcluding Old Trafford and

Maine Road football grounds, the evidence showed the football facilities provided by the Corporation were not what the public could well expect.

Johnston would be granted one vehicle to either destination on any one day without "industrial towns" limit.

Johnston and The Creams (Lancashire), Ltd., have each been granted one additional picking-up point on the Langley Estate. The applications by Yelloway Motor Services, Ltd., Ribble Motor Services, Ltd., W. C. Standerwick, Ltd., North Western Road Car Co., Ltd., and Lancashire United Transport, Ltd., to pick up and set down at Langley on their jointly operated Hyde-Cleveleys express service have also been granted.
