THE SCOTTISH Court of Session has ruled that Stirling District Council must not operate a blacklist of commercial concerns which refused to observe miners' strike pickets.
The council decided in September to blacklist from local authority work, 650 firms on a National Union of Mineworkers list.
Lord Kincraig ruled that the resolution was outside the powers of the council and that its refusal to consider tenders submitted by any firm refusing to comply with its condition was invalid.
