Which of the following most accurately describes the problem?

The popular illusion that artics that jack-knife necessarily have badly adjusted brakes is dispelled by A. Pomeroy, a haulier, of Beckenham, Kent. Writing to Milestones, published by the Institute of Advanced Motorists, he says that his vehicles have jack-knifed four times while under power. Three incidents occurred at the same place but the problem was solved when, under pressure, the local authority resurfaced the road.

With road surfaces deteriorating at an alarming rate, the risk of jack-knifing may be expected to increase, no matter how well vehicles are maintained.
