BRS group managing director David White has accused the Foster Committee on operators' licensing of ignoring trailer rental as a major consideration in the safety of vehicles.
And he said this week that the monthly return of hiring details requested by Foster from the hirers would add to both administration costs and the hiring rates.
Mr White added that hirers records should be subject to checking as operators records are, but welcomed the recommendations that hired vehicles should display a licence plate and a new licence.
He also welcomed the recommendation that the responsibility for the condition of the vehicle hired should pass to the hirer after the vehicle has been in his possession for 48 hours.
