he Minibus (Designated lies) (Amendment) Order Ls further organisations to list of those permitted to le minibus permits. The adonal organisations include eral churches and churchhated organisations, convation groups and playup associations. Scottish horities (including district councils) have also been designated to cover the interests of their community councils.
Organisations who have previously had to obtain minibus permits by application to the Traffic Commissioners will now be able to issue permits. Local voluntary groups can apply through their parent bodies.
The Minibus (Permits) (Admendment) Regulations will bring the requirements for minubus drivers into line with those which apply to community buses under the 1978 Transport Act. No change is made in the basic conditions that all drivers must be over 21 and hold a full driving licence.
The regulations now also make it clear that the driving licence must be for a class of vehicle that includes minibuses and that drivers can continue to drive a minibus while they are renewing their driving licence.
The Minibus Act 1977 allows organisations to charge passengers an amount to pay for the running costs of their minibuses. It does not replace the requirement for minibuses used for hire and reward to be to psv specifications with psvlicensed drivers.
