Which of the following most accurately describes the problem?

TRANSPORT secretary William Rodgers has laid regulations before Parliament to amend the Drivers' Hours (Keeping of Records) Regulations 1976. They come into effect on February 1.

Under the present regulations, crew members who undertake work within the scope of the EEC rules at any time during the week are required to complete a prescribed form of report summarising all time spent working during the week. Boxes "H" and "I" in the weekly reports are for recording details of "attendance at work", other than driving, and the total of "other work" plus "driving".

Now it will not be necessary for drivers of passenger vehicles on national transport operations to complete boxes "H" and "I" in their weekly reports.
