NATIONAL Freight Corporation has welcomed aspects of Foster Committee report on Operators' licensing, but it feels e of the proposed administration methods are "unnecessar:umbersome".

It feels that Operators' licensing should be used to improve road haulage's quality, and says that Foster has missed an opportunity to do this.
NFC recommended that Foster take account of the industry's average rate of return on capital being nil, and says now that poor profits will tempt operators to cut corners.
"This will, in turn, react on safety standards," according to NFC.
NFC is also upset by Foster's failure to recommend supplementary licensing for operators of vehicles carrying hazardous loads.
"The lack of response to the corporation's recommendations on the latter point is particularly surprising in view of the report's very proper con centration on safety standards."
