Which of the following most accurately describes the problem?

• In a surprise announcement this week, the Greater Glasgow Passenger Transport Authority appointed Mr Ronald Cox, general manager of Edinburgh Corporation Transport, as director-general of its Passenger Transport Executive. He was chosen from a short-list which included Mr William Murray, general manager of Glasgow Corporation Transport, who was tipped for the job. Mr A. F. McKay, assistant to the general manager of British Railways' Scottish region, was also shortlisted.

It is understood that Mr Cox may be unable to take up office on the PTE's intended vesting day — June 1 — because he is bound by his notice to Edinburgh.

Mr Cox began his career in his native St Helens. Between 1954 and 1962 he was engineer and general manager of Rochdale Corporation Transport. He then spent two years as gm at Bournemouth before moving to Edinburgh in 1964.

A council member of the Association of Public Passenger Transport Operators. he will commence his new post at a salary of £11,000 a year, which will rise to £12,000. The Greater Glasgow PTE will be responsible for public transport operations in an area of 700 square miles containing nearly two million people.

Mr Cox is now working on a list of possible candidates to serve on the Executive, which can total up to nine people.
