Which of the following most accurately describes the problem?

• "A waste of public money" is how Mr J.T. Parnell, RHA West Midlands area secretary, describes the Birmingham city centre ban on heavy lorries which was introduced on Sunday.

Erection of 21 new signs prohibiting over 3-ton vehicles from an area within the Inner Ring Road has cost over 1100. Buses, and goods vehicles with legitimate loading and unloading business within the zone, are not affected.

Mr Parnell added that "It is solving a problem that does not now exist. Heavy vehicles do not use the inner area as a through route anymore. If Birmingham wants even more signs some thought should be given to improving the signposting of the routes which avoid the city centre."
