• The appointment announced this week of Signor Carlo Scarascia Mugnozza to the 13-member Commission of the EEC, with special responsibility for transport and environment, came as a surprise to British representatives in Brussels.
Furthermore with lorry sizes and weights key issues still to be settled by the enlarged Community, it had been anticipated that the Commissioner appointed to this post would be experienced in the transport' field.
Signor Mugnozza, 53, is not. He was previously the EEC's agricultural Commissioner and is experienced in law, education and constitutional affairs.
But he has a reputation as a relaxed and skilled conciliator.
In Whitehall Signor Mugnozza's inexperience in transport matters is not seen as a significant disadvantage. It is pointed out that the major negotiations on lorry weights will take place at Council of Ministers level and that the Commission will be responsible for implementing policy decisions.
The DoE does not expect any early developments on transport policy. New negotiations are unlikely to be opened for two or three months and are expectec protracted.
Signor Mugnozza was born in Ron is a lawyer. He became a member Italian Parliament in 1953, repres a constituency in South Italy. He ha: a member of the Christian Democrat since 1945.
As a member of the Italian Goven he was deputy State Secretary Ministry of Education and at the Mi of Justice.
He was formerly chairman of the E and Scientific Research Committee European Parliament and has serv, various committees, including agricu labour, State insurance, defence, c tutional and foreign affairs.
Signor Mugnozza is a member National Council (Italian section) c European Movement and the Council Communes (municipalities) of Europe.
He is expected to direct his aft principally to human matters and en mental problems.
