Which of the following most accurately describes the problem?

A TOTAL of 164 GV9 prohibition notices has been issued on three associated Stockton firms in the last seven years, it was said at the second day of the Northern LA's "show cause" inquiries at Durham.

Mr. Hanlon said the three firms, J. Williamson (Haulage Contractor) Ltd., J. Williamson (Warehousing) Ltd., and Freeman, Volkers, and Stuart Ltd., had no system of preventive maintenance, and only carried out compulsory maintenance.

For the firms, Mr. John Heap said most of the prohibitions had been issued after a vehicle examiner was called in for fleet examinations.
