NORTH WESTERN LA, Mr. C. R. Hodgson, told a C-licence operator in Manchester last week: ,"This is the worst case I have ever heard in 14 years". Telling Mr. R. Warburton, a Wigan JP trading as The Palatine Mineral Water Co., that his bad maintenance record was a disgrace, Mr. Hodgson continued: "I would be quite justified in revoking your entire licence but I do not want to put you entirely out of business, so I am going to revoke the licence for two of your vehicles".

Mr. Warburton had not attended the first Section 178 inquiry last year (CM, November 3, 1967) when evidence of a series of prohibition notices served on the five-vehicle fleet between April 1966 and June 1967 was given by two Ministry examiners.

At the resumed inquiry, a transcript of the earlier evidence was read out and the LA asked Mr. Warburton what he had to say. Mr. Warburton replied that all five defective vehicles had been taken off the road and were being replaced. Three re-conditioned exGovernment Karrier Bantams had already been delivered and licence application had already been made for them. A further vehicle had been delivered the previous day, he said.

Asked about maintenance arrangements for the new vehicles, Mr. Warburton said they would be serviced every 500 miles. He apologized for not being present at the previous hearing and said that due to a misunderstanding, a letter of explanation had not been sent to the LA.
