Which of the following most accurately describes the problem?

BRITISH RAILWAYS' freight sundries division has applied to the Ministry of Transport to raise its prices. The division, which is responsible for the movement of all small consignments, between 281b and 1 ton, had a loss last year of L25m and is now launching a campaign to win new customers. Mr. R. E. L. Lawrence, general manager of the division, said this week that he was going to compete on service and he made it clear that the division would not be under-cutting rates to win traffic. The division will use the established Freightliner services and intends to reduce its own depots from 257 to 179 by December.
