Which of the following most accurately describes the problem?

I WRITE WITH some concern to the apparent'blind eye' attitude of the authorities to the number of foreign operators who operate illegally on a permanent basis in this country. I was in conversation with an English driver the other day who drives for one of these companies and I asked why he wasn't displaying road tax. He said as long as the vehicle didn't return to its country of registration it wasn't required to be taxed. He had worked for the company for over a year and the vehicle had never returned home (Holland) in that time.

I am a driver working out of Harwich which involves me leaving most mornings at 4.30arn.This coincides with the Dutch boat arriving and the foreign traffic coming out of Harwich.For the first 10 miles out of Harwich it is single carriageway and the speed limit for an HGV along this part is 40mph. I constantly have foreign drivers pulling out and flashing their lights at me as I am holding them up and once you get onto the dual carriageway they come by at 70/80mph hurling abuse at you! Why do the authorities not monitor this road on a regular basis; foreign HGVs to my knowledge are not permitted to travel at a maximum speed greater than ours (56mph) so the lines imposed on law breakers would more than cover the costs of the authorities' presence! Or is this just another case of the 'blind eye' being turned to boost the British economy at the cost of the British haulier?
