Which of the following most accurately describes the problem?

• The Eastern Counties Omnibus Co Ltd is to make its third application in 13 months for bus fare rises. The Traffic Commissioners are due to hear the case on February 17.

The company says that their wages bill alone will rise by £300,000 because of a pay award affecting 2,500 staff.

Bus season tickets for schoolchildren will go up by 75 per cent in Norfolk if the application for increased fares is granted. The Norfolk county council finance committee states that scholar season tickets cost over 06,000 a year already and the proposed increase would mean another £57,000. In some cases it might be cheaper to provide a contract bus rather than supply season tickets. But then such action might result in the bus company requesting financial assistance for these routes because of a loss of scholars' incomes. However, the committee will be objecting to the increases. The application is the largest yet submitted by the bus company which says increased wages and materials costs make the application necessary.
