Which of the following most accurately describes the problem?

• The effects of higher fares introduced in November, plus the fact that there has been an increase in the number of bus passengers, is likely to mean that Leeds Corporation Transport will have a trading profit of almost £350,000 at the end of 1971/2 financial year.

This is despite the fact that, according to figures recently published, the department will end the present financial year some £225,000 down. When the city council approved the transport and trading services committee budget it was revealed that revenue from bus fares, £883,000, was up for the year 1970/1. However, it is estimated that on the other side, of the balance sheet the wages bill for the coming year will increase by at least £155,000.

The forecast surplus will not wipe out the department's accumulated deficit but this is expected to be cut by half to around £500,000 by the end of the present financial year.
