Which of the following most accurately describes the problem?

• The RHA commercial committee has, it is understood, rejected the suggestion of the Freight Transport Association working party that rates should be separated into transit and terminal amounts to encourage a reduction in delay at terminal points. The committee feels this would be too complicated and is generally impracticable.

This decision could prove embarrassing for the upper echelons of the RHA, which is understood to be discussing the ETA idea with that association.
