Which of the following most accurately describes the problem?

A basic point, in the recently threatened trouble with a section of the London taxi-drivers, was claimed to be the dominance of the owner-driver influence upon certain committees of the men. It has beent suggested, we observe, that the interests of ownerdrivers are. such that they cannot fail to benefit if any employed men go out on strike. The possible influence of this factor is a. disquieting one, whether it be considered from the standpoint of motorcab companies, or that of the hiring public. The allegation in respect of the dispute which has recently been occupying attention was that normal mileages are not obtained per gallon of petrol supplied. We cannot understand references by the men to " inferior motor spirit," because the higher the gravity of the spirit the greater does one usually find the mileage yielded. May not inferior driving control play its part ?
