Which of the following most accurately describes the problem?

Optimism levels in November were ahead of October's level, reaching a score of 63 (against the previous month's 60). Of the respondents, 80% were either very optimistic or fairly optimistic about the prospects for their business over the next 12 months, while 17% were either not very optimistic or not at all optimistic.

Own-account operators were the most positive, although not as much as the month before: their optimistic/not optimistic split slipped from October's 91/7 to 89/9. Logistics and contract distribution companies weren't far off own-account operators and were more positive than in October, their split improving from 75/18 to 84/11. Positivity among hire or reward hauliers improved from 66/27 in October to 72/17.
