11 Drivers' unions are considering a below-inflation offer of 3.2% from the Road Haulage Association Southern Region, which falls short of the recent Scottish Region settlement of 4.63% on basic rates. The Southern offer also includes 50p a day extra for subsistence.

The RHA admits that the Scottish settlement will be viewed as a benchmark, as it has been in previous years, but adds: "Employers have not got very much money, which bears on the

state of the industry." The Metropolitan area met on Monday (9 Dec) and the unions presented a claim which the RHA will respond to on 13 January, The Eastern and East Midlands areas were due to meet the unions yesterday (11 Dec).

According to the Central Statistics Office, inflation stands at 3.7%. The Treasury predicts that this will fall further at the beginning of 1992, but will then climb back to its present level by the end of the year.
