Which of the following most accurately describes the problem?

AN ANALYSIS of rates contained in the Freight Transport Association costs and rates report shows evidence of rate cutting and a reluctance on the part of hauliers to seek proper rates increases.

Covering the three-month period till September, this year, the report states that 75 per cent of haulage rates remained unchanged and those sought amounted to only between five and 10 per cent. Moreover, says the report, there was some evidence of limited rate cutting.

Some of this could have been attributable to the slight decrease in fuel prices which, the FTA says, some operators were able to negotiate in view of the prevailing fuel supply situation. However, the report points out that this advantage was soon offset by the increases between five and 10 per cent in vehicle prices.
