Which of the following most accurately describes the problem?

FACED by massive increases in Post Office parcels rates, many traders and private customers have switched traffic to the State road haulage companies.

BRS Parcels Ltd reports a considerable influx of parcels within the 2 kilo to 12 kilo range. The new traffic has arisen in " pockets " and not all depots are affected. In London, Macclesfield Road depot is coping with the pre-Christmas rush "quite happily," according to a spokesman of the company, though Muswell Hill and Croydon depots are hard pressed.

As an example of the effect of declining Post Office traffic on revenue, it has been reported that the 4m copies of Drive, published by the Automobile Association, has now fallen to 300,000 paying subscribers.

National Carriers Ltd has also noticed an increase in small parcels traffic, partly to be attributed to transfer by traders from the Post Office services. NCL depots are still able to accept small parcels on normal as well as Medallion services.
