Which of the following most accurately describes the problem?

• Mt. Denis Quin, secretary of the Passenger Vehicle Operators Association, said on Monday he would be advising all members that the NBC would welcome the acceptance of Coach Master tickets on PVOA members' services. Any member with a suitable express or excursion and tour licence would be eligible to join the scheme, though arrangements must be a matter for the individual operator. Those interested should contact the Marketing Unit. National Bus Company, 25 New Street Square. London, E.C.4.

Mr. Quin added that he knew some members had been concerned regarding safeguards on the issue of the ticket, but inquiries from the NBC established that there would be no loopholes. The master ticket would only be sold against an overseas passport and this ticket would be presented for issue of individual tickets for the actual journeys to be made. Thereafter, both the master ticket—showing the passport number—and the journey ticket would have to be produced and could be cross-checked against the passport of the purchaser.

Operators under the scheme will submit to the NBC a monthly return of journeys made, and will be paid in direct proportion to the value of their ticket issues, as against the total pool from the sale of Coach Masters.
