Which of the following most accurately describes the problem?

• The Minister of Transport has decided on the final form of the driver's record book and the employer's register which come into use on March 1 when the new hours for drivers are introduced. The remainder of the draft regulations on this aspect of the Transport Act 1968 are still under consideration.

The major changes between the draft ICM October 17) and the final form are in columns 5 and 6. In column 5 drivers will now record statutory breaks while on duty: statutory or other breaks off duty will be recorded in column 6.

In an explanatory note, which accompanies the final forms sent to interested parties this week, the MoT explains the use of these columns. If a man is able to take rest and refreshment but remains on duty during a statutory break he will enter the details in column 5. ff. however, the driver is off duty during his statutory break the details will be entered in column 6. It is understood that if a driver chooses to take his statutory break for refreshment or sleep in the cabin of his vehicle, then he will be considered to be on duty.

Further amendments to the draft regulations will now permit the driver to copy the record other than by using carbon paper. Although employers will be able to draw up their own record books the Ministry points out that they must use the column headings laid down in regulations. it will not be necessary in these cases, however, to follow the Ministry's column numbers. Record books containing 14 sheets in duplicate will be on sale by HMSO price 1s 3d before March 1,
