Which of the following most accurately describes the problem?

• by Sally Nash Hauliers are up in arms over changes to the Certificate of Professional Competence (CPC) which will hit anybody who failed part of June's exam, With less than two months to go before the introducbon of October's new-style CPC, the row centres on examining body RSA's refusal to allow re-sits of modules failed in June. The RSA is also refusing to carry forward credit for any modules that have been passed. As a result, anyone failing one of the two modules in June will have to take the entire three-part exam which includes a new paper on case studies.

Mark Powles is just one haulier who is furious with the RSA. Powles, who passed his Module B (freight) exam in June but not Module A (Core), claims he was not informed about the consequences of failing.

'What the RSA is saying is that fire got a certificate for Freight which means nothing and have spent 1400 which has gone down the drain.'

The Road Haulage & Distribution Training Council thinks that re-sits are a good idea, and even training providers reckon the RSA is taking an unnecessarily tough stance.

John Robson, of Robson Training Services, says: 1 think the RSA has been very harsh over this. It could have given credit for parts of the exam already passed.'

But the RSA is sticking to its line. A spokeswoman says: 'There haste be a cut-off point.' However, she adds that anyone with concerns should call OCR, the organisation responsible for CPC exams in the UK, and ask for customer services.
