GRAMPIAN Regional Council declared war on hauliers last week when it lodged four objections to 0 licence applications and announced a total ban on street parking for commercial vehicles.
The bombshell was dropped by Grampian council chief assistant engineer Alan Silver at a hearing when he told Scottish LA A. B. Birnie that the council intended to operate a blanket ban on street parking for lorries.
But the council is to build lorry parks to compensate for the loss of street parking and a Grampian spokesman told CM that there was a possibility of a private company building a complete freight complex in the region.
At the court Mr Silver commented: "We have had many complaints about heavy vehicles parking in unsuitable areas and we are now taking our instructions from the council's transportation and roads committee."
He revealed that the decision to ban parking had been taken as a result of a report by a special working party set up in the region to look at the problems of lorry parking.
Grampian council solicitor Gordon Michie told Mr Birnie that the council had to be satisfied that there were adequate parking facilities for lorries when operators applied for additions to their licences or for new 0 licences.
He said that if it was felt that the parking was inadequate then the council would object to the application.
The plan to end street parking is expected to be introduced by the council in the middle of next year when the council will be introducing a traffic regulation order to enact the ban.
A council spokesman added later: "in the meantime we will be actively engaged in designating lorry parking streets and small off-street sites in suitable areas.
"We are acting to put pressure on central government for a change in national legislation to restrict the parking of heavy vehicles in the streets," he said.
