Which of the following most accurately describes the problem?

IT is always a pleasure to receive this very useful annual and this pleasure will be doubled for those who require extra copies by the fact that there has been no price increase. This year, however, updating and rewriting to deal with the introduction, in October, of the EEC-type drivers' logbook has made it unwise to rely on previous issues, says the FTA. Be that as it may, it is unwise to rely too heavily on yearbooks without checking the information'with the relevant authority.

Though the developments on transport managers' licensing have obviously overtaken the compiler between final copy and publication, the section on this subject, for instance, does not reflect the true current position. With the reservation that prudence calls for checking, however, the information the book contains can usually be relied upon.
