Which of the following most accurately describes the problem?

VISO F, a cold start kit made by Start Pilot Ltd at Burmester Road, London, is now recommended by Ford, and is offered as a free option on new Transit and A Series vehicles. It is fitted to the York 4 engine and included as a standard fitment for vehicles using the York 6 diesel engine.

Operators of existing vehicles can have the device fitted by a Ford dealer for around £60.

A special starting fluid is introduced into the engine's air manifold by a manual pump mounted on the dash board which has a capacity for about 20 starts before it needs to be refilled.

It is claimed to improve carburization and fuel consumption on starting, even at temperatures well below freezing point.
