Which of the following most accurately describes the problem?

TAFF shortages at the Bedford depot of the United Counties Omnibus Co. Ltd., led to the introduction last week of considerable cuts in both town and country services. Some of these cuts will be only temporary, but others may be permanent. Complaints have been made by local authorities and others regarding the company's service operations, and a statement issued by the traffic committee of Bedford Chamber of Trade points out that such cuts are contrary to the policy of the Ministry of Transport.

Meanwhile the Lincolnshire Road Car Co. Ltd. is hoping to be able to cut out many country services which it claims do not pay, and has sought permission from the East Midland Traffic Commissioners to make the cuts. The company states that the services most affected will be those at times when the buses are little used.
