Which of the following most accurately describes the problem?

UNABLE itself to meet a demand for transport facilities to Tottenham's Northumberland Park factory colony, London Transport Executive :% being asked to consider an application by a Tottenham coach operator for a licence to run the service. The factory colony is about 1 miles from the high road, and -upwards of 7,000 men and women are affected.
