THE METROPOLITAN LA has revoked the operator's licence of Sug rue Bros Ltd of Market Street, Watford, and refused its application to renew. A stay was granted pending an appeal.

Sugrue, civil engineer and skip hire operator with 25 vehicles, was called to a public inquiry as the LA was concerned over repute. The company had acquired 33 convictions, and paid 24 mitigated penalties, for the non-payment of vehicle excise duty between 1982 and 1988. Four convictions were incurred for failing to produce tachograph records and five for failing to have tachographs recalibrated.

The company claimed it had run into administrative difficulties and financial problems associated with recession in the building industry. However, these had been overcome and the business was now financially sound. Remedial steps had been taken to prevent recurrence of failings.

The LA said that although the company had put its house in order, past misconduct could not be ignored. The directors had a responsibility for seeing that the company stayed within the law. This had not been discharged. The fact that the company was back on the rails did not expunge its previous misconduct.
