Which of the following most accurately describes the problem?

• New Tredegar-based operator RH & DT Edwards has been ordered to immediately pay fines of nearly 24,000 for tachograph offences, owed since March 1988. South Wales traffic commissioner John Mervyn Pugh decided to take no action against the company's PSV licence after director Elizabeth Edwards promised the fine would be paid.

Mervyn Pugh also decided to take no action over the issue of prohibition notices on three vehicles, after being told that they were not actually owned or operated by Edwards at the time of the inspection, although Edwards intended to hire them from Shamrock Private Hire Services of Newport.

After financial evidence was heard in chambers, the company withdrew its application to increase the vehicle authorisation from four to 12, and to move its operating centre to the premises of Alison Jones, trading as Jones Motora, at Ynysybwl.
