Which of the following most accurately describes the problem?

There was a time not very long ago when a man with reasonable working knowledge of the main provisions of the Road Traffic Act could pilot a transport fleet through its operations from year to year with little risk of more than the occasional trivial brush with the law. This is no longer the case. The proliferation of legislation and regulations affecting road transport has made it almost a full-time business for the conscientious operator to remain informed about the law; and very much heavier penalties now face those who step beyond the boundary of a whole range of legal requirements.
