Which of the following most accurately describes the problem?

• The proposal to exempt trailers run by farmers from testing and plating regulations has drawn a 'strong protest from the Road Haulage Association. The regulations are soon to be signed by the Minister of Transport.

The RHA believes that if a farmer's own trailers are not subject to the same restrictions as hauliers there will be every incentive for him to use those vehicles in preference to a professional carrier.
